Some of these buyers/sellers are out of their minds, or have more money than brains.
If you get one of those 40+ year old XO boxes, and pull out some of those components, there is some scary gooey stuff in there, that sounds like crap when you hook them up.

$100 is reasonable. I haven't found any dead caps in mine, I think I've had a few pairs. Fortunately, the 1201 and 19's don't have goo in them.

I have a pair of N1800s that came with my 604Ds. I opened one and it was half-filled with tar. Sweet. What's up with that?

I'm pretty sure all the older stuff was filled with tar.....makes it pretty dang hard to rework them.

The practice is called "potting". Seals the components from vibration and the environment. Lots of military stuff was made like that. Altec in the 40's was a big military contractor like much of the US.
